NASSCO PACP certified

CCTV video pipeline inspection in Lakeland, FL

Camera truck inspection of sanitary and storm mainline from 6 inches to 72 inches, with PACP coded condition reporting and full video. This is the only service we run that produces a report, because it is the only one that produces a record worth reporting on.

Why it gets ordered

Why CCTV pipeline inspection gets ordered

New sewer and storm pipe has to be checked before a Polk County inspector will accept it. Old pipe has to be assessed before anyone budgets to repair it. In both cases the question is the same: what is the real condition of this line, and can you prove it.

A camera answers that. Nothing else does. A cleaning crew can tell you a line flows again, but it cannot hand your engineer a coded record of every joint, offset, crack and root intrusion along the run.

What we will not claim

Sewer cleaning does not produce a condition report

Vacuum truck work and hydro jetting clear the line. They do not generate a condition report, because there is nothing recorded to report on. If a vendor offers you documentation off a cleaning-only visit, ask what it is based on.

If you need both, we do both. Clean first, inspect second, report third.

How the work runs

How a CCTV pipeline inspection runs: clean, inspect, report

The order is not a preference. A camera cannot read through debris, so a line that has not been cleaned produces a report full of nothing.

01 · CLEAN GapVax jetter trailer beside an open manhole with the jetting hose fed into the line

Debris out first

Vacuum truck or hydro jetting at 2,500 psi, water only, zero chemicals. On new construction this is usually light. On a fifteen year old line it is not.

02 · INSPECT CCTV camera van with the rear doors open and the crawler cable running down into an open manhole during a pipeline inspection

Camera truck down the run

A tracked crawler drives the line while the operator records and codes what it sees. Where the county requires it, the inspector sits in the truck and watches the run live.

03 · REPORT Unwrapped 360 degree scan of a manhole interior as delivered in an inspection report

PACP coded, with video

Defects coded to the NASSCO standard, tied to footage along the run, delivered with the video. The format your engineer and your county already accept.

What that looks like on the day

  1. Scope before we roll. We confirm pipe size, footage, access, water source and where debris goes. Getting this right on the phone is what stops a half day turning into two.
  2. Site walkthrough. The crew looks over the site and holds a tailgate meeting before anything opens. Traffic, access and overhead hazards get sorted first.
  3. Access and set up. Manholes opened, cones and signage placed, truck positioned. If the truck cannot reach the structure we run pipe from the trailer, which is the main thing that changes a quote.
  4. Clean the run. Debris, grease and root mass removed until the camera will have something to see.
  5. Drive the line. The crawler runs the segment while the operator observes and codes in real time. You or your inspector are welcome in the truck for this.
  6. Code and compile. Observations coded to PACP, tied to footage markers, assembled into the report with the video.
  7. Walk you through it. We go through what was found and what it means for your budget or your acceptance, rather than emailing a file and leaving.

Add-ons

CCTV add-ons: mandrel testing and laser pipe profiling

Mandrel testing

A mandrel is pulled through behind the tractor to confirm the pipe is round, with no bellies, sags or offsets. This is what county acceptance usually turns on.

New construction acceptance

Laser pipe profiling

A laser adapter on the tractor measures the pipe profile rather than just viewing it. A separate service, not part of a standard CCTV run.

Dimensional measurement

Lateral inspection

Push camera on lateral connections from 4 to 6 inches, LACP certified, with locating to pinpoint a fault before anyone breaks ground.

Real captures

What a CCTV pipeline inspection actually finds

These are real captures from sewer and storm pipeline inspections around Lakeland. None of it is visible from the surface, and none of it shows up on a cleaning invoice.

Root mass intruding into a pipe at a lateral connection, found during inspection
Root intrusion at a lateral. Roots enter at the joint, catch solids, and turn a flowing line into a blockage over a season.
Yellow gas line bored straight through a clay sewer pipe, the hazard cross bore detection finds
A gas line through the sewer. A cross bore. Cleaning this line with a cutter without knowing would strike the gas main.
360 degree capture showing a substantial defect at the pipe crown, 113.7 feet into the run
Defect at 113.7 ft. Coded against its footage marker, so the repair crew digs in one place instead of chasing it.
Depth gauge mounted on the CCTV tractor reading the water level inside a sewer pipe, with the footage counter at 274.5 feet
Water depth, 274 feet in. A gauge on the front of the tractor reads standing water as the camera travels. A sanitary line should carry almost none, so a rising reading is how a sag gets found and measured, and county acceptance turns on that number.

Before you ask for a price

What we need to quote a pipeline inspection accurately

Most requests arrive with a location and nothing else. That is fine, we will come back and ask. But if you have these, you get a real number instead of a range.

Send what you have
  • Job site location and access
  • Pipe size and material if known
  • Linear footage of the run
  • Sanitary or storm
  • Where the water source is on site
  • Where debris can be dumped, or whether we haul it
  • Whether a mandrel pull is required
  • Approximate age of the line

Do not have all of it? Send what you do have. Missing items are usually one phone call, not a site visit.

The arithmetic

What an uninspected sewer line costs you

An inspection is a known number. Everything it prevents is not. That arithmetic is the same whether the line runs under a Lakeland industrial park or a Winter Haven retail site.

A county rejecting new pipe at acceptance means the contractor goes back in, often after the surface is restored. A collapse under a parking lot or a drive aisle closes it while the excavation is open. A sanitary overflow becomes a regulatory matter rather than a maintenance one, and the reporting lands on the utility.

The line you cannot see is the one that sets your budget for you. A camera run moves that decision back to you, with a record you can hand to whoever asks.

When a camera run pays for itself

Before acceptance Verify new pipe while the contractor is still mobilized and the surface is still open
Before you budget Assess real condition instead of guessing at rehabilitation cost across a system
Before you dig Locate the actual defect rather than excavating a run to find it
After a repair Confirm the work is sound before the invoice is approved and the ground goes back
On a cycle Catch roots and grease while it is still cleaning work, not repair work

Who orders this

Municipal collection systems

Public works assessing condition across a system, building a rehabilitation budget, or responding to overflow scrutiny from the state.

Condition assessment · PACP reporting

Site developers and utility contractors

New pipe cleaned and camera verified before a county inspector signs off. Mandrel testing where the spec calls for it.

Pre-acceptance verification

Commercial and industrial facilities

Theme parks, food processing, phosphate operations and large commercial sites where a line going down stops production, not just plumbing.

Minimal site disruption

Multifamily and HOA properties

After a backup, or before a board approves a repair budget on a system nobody has actually looked at.

Evidence for the board

Engineering firms

Questions we get

CCTV pipeline inspection, answered

What size pipe can you inspect?

Mainline from 6 inches to 72 inches with the camera truck. Laterals from 4 to 6 inches are handled with a push camera, which is a separate service.

Do I get a report, or just video?

Both. Defects are coded to the NASSCO PACP standard and tied to footage along the run, and the video is delivered with it. Cleaning services do not come with documentation, because nothing was recorded to document.

Does the line have to be cleaned first?

Yes. A camera cannot read through debris. On new construction the clean is usually light. On an older line that is half full, cleaning is the larger part of the job.

What is mandrel testing and do I need it?

A mandrel is pulled through the line to confirm it is round with no bellies, sags or offsets. On new construction acceptance, counties commonly require it. Ask your inspector, or send us the spec and we will tell you.

Can the county inspector watch the run?

Yes, and that is normal. The inspector sits in the truck and watches the tractor drive the pipe live. We are usually there because the site developer or utility contractor needs the work verified, not because the county called us.

How do you price it?

Hourly with a daily minimum, currently a four to five hour minimum per job. The rate covers the truck, a two person crew and the equipment. Additional cost applies if the truck cannot reach the manhole or lift station and we have to run pipe from a trailer, or if specialty tooling is required.
